It is legal to do that because you two are on the factions server.

Its not a rule that he can be punished officially for. If you have a faction admin tell him you are being raided by other members the admin can kick traiters from the faction if they seem fit. Other than that there is nothing cubebuilders staff can do.

Then he can do whatever he wishes in his faction. You have to work together and share items. Normally the admin of the faction holds the valuables while they create vaults for the faction.

He hordes tons of junk. I sort it. Put it in an ender chest or keep like 1-10 items in a small chest.

Well, I dont see any issue. If his stealing your stuffs, then remove the person from the factions. Problem solved; this is not against the rules whatsoever.
